I'd say it's definitely neither, Thoroughbreds are rarely over 16.2. Not sure about mustangs but thought they were even smaller. I'd guess it was a Shire or one of the other heavy horse breeds which commonly get over 18 hands..
Possibly Cleveland Bay? My auntie used to have a stud that bred Cleveland Bays for the Horse Guards at the palace.
Shire horses are the tallest horses on average.
