It is an amusing joke -

As long as you are not the Communications Chief for FIFA, because in that position, you will know that the situation is extremely serious, and the eyes of the world are watching, and therefore such a joke would be seen as incredibly inappropriate, and if you were the one to tell it, you would probably have to resign ....

It''s a decent joke. it is probably seen as unprofessional in his position though. But it seems stepping down after making a remark is in vogue these days.
