Only people who can't drive properly (recently started driving, seldom drive, bit doddery) cruise in the middle lane because they're scared to change lanes on the motorway.

You, of all people, shouldn't be in favour of it, Balders. Next time you're happily pootling down the fast lane at a150mph some inattentive person might pull out in front of you at 50mph because of middle-lane hoggers.
And no way do they go at 70mph. That could only happen if everyone who did under 70 stayed in the slow lane. (ie. no overtaking slow lorries, etc.)
