Anyone know why a one side of my goat willow shrub/small tree is irresistible to wasps and flies at the moment ??

To be honest no, I've been cutting some goat willow back today and fortunately, I haven't been pestered by wasps etc.
I can only guess that they are attracted to one side of the tree, due to some sweet sap oozing out, or possibly the wasps and hover flies are feeding on aphids that are on the under sides of the leaves.

I think your sap idea might be it - they are also interested in a patch on the paving slab beneath the tree so the sap could be dripping onto it!
