Flashing Vision -- Colours

I was wondering to myself, why is it that contrasting colours appear to flash when you glance at them, yet not when you are looking fully at them?

does anyone know who does that amazing song on the new J2O ad, where all the people are opening their windows & car roofs, & going outside into th rain. & right at the end it says 'if h2o was j2o'....
