can anyone tell me who would of owned a street of victorian houses built 1870s in hackney as middle class homes with servants bells ,but by 1890 most of these houses would have dual occupancy familys...

i live in the west end of london and am kept awake by two extractor fans from 2 different businesses i have contacted westminster council who have told the businesses to turn them off at 11pm till 8...
