How are broadband connections quantified i.e. its generally 100Mbps however I often hear it described as 2M connections?

Microsoft Service Pack 2

I have a Packard Bell Diamond 1200 Scanner.  After I  download Service Pack 2 my computer says it does not recognize Scanner or Camera...I have tried about 6 times and the same thing...
