Emulsion on ceiling

I have papered my ceiling with polystyrene patterned paper.I have tried to emulsion it but it is patchy and in daylight looks awful .Have I used the wrong paint ,it was only cheap stuff .

Why do the windows still get condensation on them in the night ? They are north facing ,whereas the southfacing ones get just half an inch at the bottom,even in the slept in bedrooms.
