Betta fish......................keeps staying at the bottom of tank

My Betta, Sam, has been fine since august but the last couple of days he is at the bottom of the tank more than swimming around. Changed the water yesterday and took tests to make sure water is ok....

Fleas..........is anyone else having trouble getting rid of them.?

I have frontlined my dog but there are still fleas on him.! Is there some natural flea killer around that may work better, have hard about lavender oil but not sure.
