Problem Sticky Emulsion

I have painted 2 walls fine but starting wall 3 the paint is not going on well, all sticky and leaving streaky bits ... what has gone wrong ? I have added some water but now am painting with a brush...

Can Anyone Suggest Something To Remove The Cloudy Effect In A Lovely Old Vase ?

I have tried vinegar, viakal, cillit bang and nothing has made any difference. Many thanks
