My shih-tzu IzzaBella can't stop chewingand its making her miserable

Izzy chews her hind-end above her tail and now the sides of her legs continually. Its so bad she now has sores. Her groomer says she doesnt have fleas. Maybe a allergyis what I think. Does anyone know...
