Smoking ban in hotels but what/who do we report law breakers to?

Basically who or what organisation would one report a hotel to that fails to enforce the smoking ban in public places? Or would it be a waste of time....

Elderly Dog barks from dawn(and not to go out) seeking help.

Our Elderly Jack Russel starts to bark rhymically from dawnand of course this wakes most of the household. I say rhymic because it's like bark bark , 5 seconds or so then bark bark, very predicable....
