ive just received two creditcards one each from two different companies can i withdraw 2000 from 1 and then use the other one to transfer the balance to and use the 0 percent balance transfer option

why has my drive gone from burning discs at 4x and now only 2x im using the same discs as before and the device manager says everything is fine could my drive be on its way out
