I am about to move into a 2 bed townhouse built around 5yrs ago and wondered how much i should expect to be paying per month on a water meter???

Odd UK postcodes

Most UK postcodes start at 1, but HA and CR start at 0 (wembley and Croydon). How did a few areas end up using a zero?
