Lost Internet Explorer

i was running some klean up things after that i cant get onto the internet i think i have lost internet explorer how can i get it back i have tryed to system restore but it wont go back what can i do?

on my way home i have seen some leaves on a tree with red spikes on them can anyone tell me anything about it, there are other trees in the same road the same sort but i have only seen the spikes on...
