How To Get Rid Of Cats?

I have cleared my flower tubs of dead plants ready for next year, but they are now being used as litter trays by local cats. How can I stop this? If I could I would shoot them.

The local highway authority has a duty to ensure the safe use of the public highway and this section deals with the problems of injurious toppings on fences and walls that are so low that they could easily injure a person simply walking along the public footway.

I don't have the problem with cats pooping on my garden anymore, I have a few strong pepper sprays from China.
