How Much Would You Pay?

I have been given the opportunity to buy a 15 year old Welsh Section D cob horse, a mare. She has not been shod for ages, has been living outdoors (grass kept) for years and not been ridden for at least a year, she has been slightly neglected and the owner is desperate to sell her, she is asking �1,000 for her, but I thought of offering �600 all in, as she needs a farrier, a new bridle etc although she will come with tack which is worse for wear, she has no passport either...any advice would be welcome.
