go to behavior and potty training a dog. Read it and start to use the suggestions, one thing is you should not be just letting them go in and out themselves, how will they know they are doing the right thing if you don't praise and reward them? Dogs are not clones they are individuals, he may need the extra encouragement you give him when you reward. With 2 you have double trouble, there's lots of things to know when you have 2 dogs..check it out.

try taking the puppy outside regularly about an hour after he/she has a meal and everytime he/she does a pee you say something like 'pee pee' and after time that dog will associate that word with going to the toilet and will usually do it on command when he/she gets older. We have had dogs all our lives and my partner is currently studying dog Psychology, it has worked for us, give it a try.
Take him out as soon as he has eaten, woken or played and before going to bed or going out and leaving them and stay with him until he has done something. Then praise profusely (don't worry what the neighbours think).
Be glad that one is already going out, but stay with them and make a big fuss, until you are sure they know what to do.
