I think its the hairy caterpillars that are the ones that cause skin irritation

They are called Procession caterpillars, the article you must have seen was about a plague in Belgium , when we were in Menorca 4 weeks ago there were traps set up in the trees to catch and kill the moths, I believe they can cause severe problems on the continent. google Procession caterpillars and see.
