National Blood Service Contact Name

Does anyone know who the head of the National Blood Service is? Dad has experienced shocking service at donation session today, and not for the first, second or third time either!! He gave up and again, didn't stay to donation - seems it's gone to the dogs and is badly organised - but who can we write to who is high enough to take ownership? Previous general letters have got little or no reponse. TIA
