Guess, a face shield with cats for him would give him a lots of exercise !
Oh lord! Hadn’t thought of that. Wonderful image. :-)
If the covering were a hairnet, the percentage of the mouth and nose covered by material is extremely small when compared to the holes.

I would say that the hairnet is on the nose and mouth but not covering them.

Sorry last post didn’t work!
To show us an image, Z, just upload it to here
https://imgbb.com/
and then copy & paste the resultant link to an AB post. (It's best to put the link on a line by itself).
I wasn't recommending it, tcl... just thinking that if you have to force the reluctant by law, it might be worth adding in what with?

I knew what you were getting at and I agree it's more than a wee bit vague.

The 2006 Health Act deals with smoking in enclosed or substantially enclosed premises and separate Regulations define what is meant by enclosed and substantially enclosed. Those Regs state,
“Enclosed and substantially enclosed premises
2.—(1) For the purposes of section 2 of the Act, premises are enclosed if they—
(a)have a ceiling or roof; and
(b)except for doors, windows and passageways, are wholly enclosed either permanently or temporarily.
(2) For the purposes of section 2 of the Act, premises are substantially enclosed if they have a ceiling or roof but there is—
(a)an opening in the walls; or
(b)an aggregate area of openings in the walls, which is less than half of the area of the walls, including other structures that serve the purpose of walls and constitute the perimeter of the premises.
(3) In determining the area of an opening or an aggregate area of openings for the purposes of paragraph (2), no account is to be taken of openings in which there are doors, windows or other fittings that can be opened or shut.
(4) In this regulation “roof” includes any fixed or moveable structure or device which is capable of covering all or part of the premises as a roof, including, for example, a canvas awning.”

Perhaps the face coverings legislation should refer to “substantially covers the nose and mouth” and then define the meaning of “substantially covers”?

If you can suck your thumb or pick your nose, your covering is useless.
if you can pick your thumb and suck your nose, you're gurning

(apologies x)
