My best friend is an addict in recovery. HEr mum used to have to take her to the chemists and before that would even go and score for her. She had no tough love and came from a loving well to do family, there was zero reason for her to be an addict. However, she wasn't your stereotypical drug addict, she was high functioning, worked and even looked after her daughter well. It was still a bit of a barrier between us and I had to cut the strings a bit when I had a child, but she's been clean for a couple of years now and works for NA.
I don't really understand the last bit of your question but I believe drug addicts should be given chances to get over their habit if they commit a crime, but not crimes that involve violence ( I mean shoplifting). If they offend again then it should be prison until they are clean and then a good rehabilitation program after. I expect all thats way too expensive to fund though.
