1) Use a good quality blade and change it regularly. I find Gillette Mach 3 the best, but they are expensive.
2) Dab the face (pre-shave) with as hot as possible water. Or use a sponge/flannel as hot as you can stand.
3) Use a good quality Gel. Now your hubby may laugh, but the best I have found is Gillette Satin LADY (the blue one as it smells neutral). If you think about it it is made for women's "bits" and they would not accept anything less would they?
4) Shave in one direction going with the "nap" of the skin. Every man is different.
5) After the shave wash off with VERY hot water to sterilize the pores.
6) Then splash with cold water to seal the pores.
7) NEVER NEVER NEVER put aftershave straight away. Use a moisturizer. Double Base is the best. It is about 12 but it comes in a huge tub and will last a year.
8) When it settles down, sterilize a pin or a needle in boiling water and literally pick out all the in-growing hairs. The next shave should razor these off.
Follow the above and it should get better.

The best thing for shaving rash is as Abdul stated plus once you have fiunished shaving use a VERY light spray of sensitive deodorant on your face. Yes I know that sounds weird, but it was a tip given to me by an exotic dancer, apparently since it's vital that their shaved bits remain rash free at all times it's what they all do to prevent shaving rash and it does indeed seem to work:)
