What is a good way of removing and preventing the return of blackheads?

steam your face and gently sueeze them out, then wash your face thoroughly.
sorry I meant to say squeeze them out

cleanse and tone daily (the toning bit is important as it closes your pores to stop dirt getting in).

 

splash your face with cold water after washing with warm as this does the same.

 

dont over-moisturise as this can make skin greasier and can cause spots

You can get a blackhead remover from the bodyshop for a couple of quid.  You apply pressue with a plastic stick and it squeezes it out.

As above, be careful about not over-moisturising, but also exfoliate GENTLY (eg with a good old-fashined face cloth, rather than something abrasive) a few times a week to slough off dirt.

Also you might want to use a deep-cleansing mask with something like charcoal or mud in it, every 1 or 2 weeks.
