Not a good idea to drill through any damp course, try to find a way round it, or go above it.

It really depends on what type of DPC you are talking about? If you mean a chemical DPC no problem if a physical one, not a good idea unless you seal the cable in well but don't do either if you have a guarantee on the DPC.
