If i cut back the branches of my leylandii trees beyong the green folage , will the braches re- grow green folage

No. And it's foliage.
They look much prettier cut down altogether, you know : )

Oh lord, please do not let them grow to 30ft like my wonderful neighbour, I would like to strim him off by the ankles.

No they definitely will not grow back. They'll look even uglier than they do now. Do yourself and your neighbours a favour and slaughter them completely.
Assuming you do nevertheless want an evergreen hedge try escallonia or if you want thorns then berberis. Both are fast growing.
They will only regrow from above the green bits. Fortunately this means you don't have to dig the roots out and can let them rot peacefully away.
