my neighbour has two retrievr dogs who constantly bark we cannot use our back garden because they jump at fence fiercly what can we do both private houses

Those links don't work, but the first is for an American website, giving the law as it is in USA, and the second is the law in New Zealand.
MOVE the problem will never go away, get on with your life
Go to Enviromental Health and complain to them. they will suggest you keep a diary of the noise and incidents and they will act on your behalf
Hard as it may be I think the best thing to do is move. If you complain to the council you will then have to admit this if or when you do sell and it may put future buyers off. If you complain and end up having an argument with the neighbours ,same situation arrises.You have to own up to this when selling,so sell now and check your next property for dogs. I have similar problems. No barking but lots of poop.I wont complain as I have made up my mind to move and if they get neighbours with animals that poop every where they will know what I have been going through
