emptied bin

often when our wheelie bin has been emptied, some rather foul-smelling liquid appears at the bottom inside. Is this put there by the binmen and, if so, for what reason?

Doubt it. It's probably seeped out of your garbage.
Solution - wrap it more thoroughly
I agree with dzug. Don't put anything at all wet in to your bin, keep it dry.
If necessary wrap in kitchen towel and tie securely in a plastic bag.
maybe the bin man was bursting for the loo.
put some newspaper at the bottom of your bin.
Then you'll have some rather foul-smelling wet newspapers at the bottom of your bin! Have a flip-top bin with a bin liner bag inside it in your kitchen for all your rubbish. When the bag's full, remove it and tie the top closed. Fit a new bin liner in the flip-top bin and put the full bag in your wheelie bin. Make sure the wheelie bin lid is always closed, and keeps rain out.
Isnt that stock for a THF soup?
I think that's rather funny chirpy that you think it's something the binmen put in !! Didn't you tip them last Christmas ?!
I am with RAV1D on this one. I think that they have put the bin to another use.
