Radiator In Bathroom

I have normal gas central heating and have just had a new radiator in the bathroom. It has the usual 'flumes' inside and what is like a white metal cage over the top. I want to know whether it is safe to put a towel completely over the whole radiator in order to dry it. My flatmate does this and I worry that the heat cannot escape and it might overheat. Or am I thinking of convector heaters?
