Council House - Garden Fence

My nan has a large back garden but the bottom of the garden has no fence so she is quite exposed. Who is responsible for this? would it be the council? I know the sides are the neighbours responsibility. Many thanks.

She will probably have to ask the council, although our home is privately owned, our back fence is the responsibility of the farm we back on to. So it could be the owner of the land behind her.
If there was an original fence there yes,responsibility is the council's of perimeter fence to properties but as you say not dividing ones.

Ok thank you. It backs onto council land so I will ask them for her.
in quite a lot f social housing, the tenants are reponsible for fencing
I would say, your nans housing dept is the first port of call, if only to clarify this issue.
