If a shelf is installed say 70mm above the radiator to deflect the heat from rising to heat up a panel TV which will be hunged on the wall above the shelf.
My question is would the wall paper peel off if the heat underneath the shelf is how and not flowing out.
If the wallpaper has been properly pasted on to the wall, heat from a radiator should not make it peel off the wall. As regards the heat underneath the shelf not flowing out, it certainly will 'flow out', because - well - that's what heat does. I don't see any reason to worry about the wallpaper peeling off.
