Can You Recommend A Creeper Plant!!

Ideally I'm looking to plant something at the foot of my fence so that it grows upwards covering the fence. ( the fence is my neighbours & won't replace. It is tatty looking)
I looked into phlox but this only grows 2 ft high. So recommendations welcomed.

There are loads of things with very good suggestions above especially the climbing hydrangea. You could also look at various clematis and of course the rampant Russian vine. My phlox grow to at least a metre but they are perennials so die back to the ground every autumn so much of the year they will not cover the fence. You really need something evergreen if you want it hidden all the time.
