Our neighbor has recently planted bamboo on the other side of our 6 ft. privacy fence, will it invade to our side of the property which has recently been landscaped?

I know its wrong of me BUT, my neighbour had a Russian Vine (Mile a minute climber its known as). It strangles everything it comes across. I sprayed it at every oportunity with Roundup, but only at my side. It died after 2 years. He said how odd it was and I told him its common with that plant, its just die-back. He beleives me! If people are so inconsiderate to plant things that become a bind to others, then its tough luck for them when action is taken. (And you thought I was a sweety huh?)
You could take precautions! I stopped a bamboo from spreading in my own garden by digging a circular ditch around it and inserting a physical barrier. In my case it was some sheeting which was left over from a roofing job. Once in the ground I covered it with earth and you don't know it's there. It has been a success 4 years on. You could put something like this along the line of your garden fence where your neighbours have the bamboo. I wish I could draw a diagram to explain more clearly what I mean, but I hope you get the general idea.
