hello, is it possible to take up a dress cut on the bias, or will it then fall wrongly?

If you try to turn up a deep hem then yes, it will fall badly.
I wouldn't like to go deeper than about 1 cm.
you need to cut off the excess leaving about one & half centimetres below your req'd hem length to turn up - half a cm turned & ironed first & then a further cm turned to enclose the raw edge (unless of course you have an overlocking machine in which case you can make a smaller hem)
hope that makes sense!
