We have a small flower bed abt. 3ft6in x 15 ins in front of our wheelie bins. Any suggestions for a flowering evergreen to plant there, one that will not get too tall, but tall enough to conceal the bins. Thank you in advance for any suggestions.

I bet they'll help you! :)
Try a Viburnum tinus or a Choisya ternata. Both are evergreen and flower and you can trim to keep to the size you want.
depending on what you like, I personally love ornamental grasses, in my front garden I have a zebra grass at the back of the bed and in front of the wheelie bin and this does a pretty good job at hiding it. http://www.bbc.co.uk/gardening/plants/plant_fi nder/plant_pages/11045.shtml
