What are these insects?

There are what look like miniature mole-hills on the lawn, 2 to 3 inches across, each has a small hole in the centre, and insects that look like very small wasps, are going in and out. Any ideas? Thankyou.

There are lots of ground or mining bees but I don't think any of them are aggressive...I get the tawny ones in my garden
