I recently bought some 'Electricians Screwdrivers' a 9 Piece set �4.99 with spend �20 or more on Diesel at a reputable garage
anyway 7 of them twisted in their hanles and one snapped, as for electrical insulation I dont think so
Obviously from the peoples replicapublic of China Snap Ping Ow province
Who approves these things, who issues the CE mark

If the screwdrivers are as bad as you say, I'd take them to Trading Standards and get them to investigate how dangerous they may be - especially if someone is relying on the insulation.
If someone in the EU were to wrongly mark goods, they could face a prison sentance, but with all these cheap imports it's impossible to police the manufacturers.
