Can/do courts add points or endorsments to licences of  drivers who violate speed limits etc, where their licences have been issued in other jurisdictions, ie: Eire

Yes. Any country within the EU has reciprocal agreements with all others regarding traffic offences where points on licence are involved.
Just found your post.
Answer: no. UK courts have no foreign jurisdiction in most civil law areas. I know a non-UK licence holder resident here for 30 yrs who had a run-in with police; Magistrates fined him but could not endorse his foreign licence (possibly why he never bothered to get a UK one!)
