If they know a crime has taken place, why arent they reporting it themselves? are you being set up?
Anyway, to report a crime anonymusly, call cimestoppers, you don't need to know the ins co to do that

If the information you have been given is to be believed and you want to do something about it - then I would suggest you speak to the police and relay your concerns to them as fraud is a criminal offence. If this is proven it would be up to the police to advise the Insurance company.
You have no way of knowing which Insurance company may or may not have paid out on the policy.

Anyone who has been caught, and proven to have committed insurance fraud will have their details entered on various databases - unfortunately, the police are neither interested, nor have the man power to deal with these issues (trust me, I know).
Are we talking car, household, travel insurance, etc? Car insurers have many databases, but the others have very little in all honesty. If it is anything other than car insurance, then there is pretty much no way to trace who the insurer as there is no legal obligation to insure anything else in the same way as car insurance, so there are no centralised databases that you can just type details in and obtain the details
