you can find the keeper yourself via DVLA you just have to demonstrate you have a valid reason for knowing.

Do what the landlord of my local pub does when a car is abandoned in his car park (which has happened many times) get a few hefty lads and 'bump' it out onto the public highway, then report it as an abandoned car. It is then the local council that has to remove it (free).
