can i just be clear - she is behind/has defaulted? Has she an ageement that says if she defaults then the whole debt becomes payable?
if so then yes, they can refuse her offers of payments, and want the whole amount, and take her to court for a county court judgement.

How much does she owe......hardly worth going to Court for less than 100.

Was the cancellation fee in the documents she signed to start the course?

If it was and she simply cant pay it, then she has no option but to pay it off in installments. But.....as a student, I would imagine she would be able to get part time work which would give her enough money to pay it off? Even stacking shelves in a supermarket a few nights a week she'd soon earn enough to pay it off. Or an overdraft at the bank for 50 pounds?

Do check the original agreement though.
