Can this man not be arrested for exposing himself?

Recently a neighbor has started having showers and when he comes out he dries himself in the curtainless window clearly where the whole street can see him. This has only started when a couple of young (Over 21) polish girls have moved across the street as they all use to drink outside till the early hours and i think this sicko does this to try and impress the girls or gets his sexual thrills from exposure. He knows that he's doing this as he comes out of the shower clearly aroused and he has had numerous anonymous letters telling him people were not happy about this. I have now decided enough is enough and will be consulting the citizens advice beureau the police and and legal advice. Can i ask could I be arrested for taking video footage of him naked to be used as evidence?

For more on marking an answer as the "Best Answer", please visit our FAQ.I personally think he's just best ignored, I really can't see that it's anything other than amusing or a bit sad, certainly not something to waste the police's time with, and as for women or children seeing him, well so what really, we're so hung up about nudity it's pretty laughable really, and imho you'll never prove anything against him in court so you might as well just ignore him. If he does get his thrills from exposing himself he's just going to be chuffed to bits about this big circus, best off just disregarded that way you won't feed him obsession about beng an exhibitionist.
Any incident / offence of a sexual nature should be reported to the police at an early stage. In my experience the police do not investigate / deal with exposure offences seriously enough. Sexually motivated offenders usually escalate in their perversions and the police should deal with any complaint at an early stage, if only to get their DNA for future reference or indeed to check against undetected cases.
