anyone see this last night? OK here's an idea. The councils were complaining about the costs of cleaning up etc but they charge all but private households to legally drop waste at tips etc. So surely one thing that would help is if it didn't cost a fortune to dump waste legally. Surely any money they take from legit waste clearers is more than offset by having to clean up after the fly tippers.

Our council charges £75 to collect up to 3 large items. Their tips now charge for most DIY materials e.g. chipboard, plasterboard , kitchen units etc etc and then they wonder why fly-tipping has increased.

Where I live if you put anything metal out (except fridges) a scrap man comes along and moves them regularly. Since the Council started charging to remove rubbish, there has been more fly tipping, but the Council have cut their nose off to spite their face because I report it anyway and they have to remove it once it's reported !
Panorama has completely missed the issue here. Fly tipping is on the increase because of one simple reason. Your average Council Recycling Centre isn't fit for purpose. Restriction after restriction. Only certain vehicles can go in and only ONCE A MONTH. No trialers etc etc. Appointment system only since lockdown which will remain in place afterwards. Anything they can't make money from is limited. e.g Only two bags of rubble a month at my local tip. Useless if you have a project on the go. I'm not surprised that people dump it in the country-side. It's not right but councils only have themselves to blame. NOT FIT FOR PURPOSE! Thus Fly tipping increases!
^^^ Those restrictions seem a bit OTT, Smellydog, and possibly not representative of what applies in most of the country.
The ban on trailers in my area only applies to trailers towed by vans. Small trailers towed by cars are permitted.
The restriction on the number of visits is also only one per week, rather than one per month (as in your post).

Our local tip is so heavy on their rules, which they enforce unwaveringly without applying even a modicum of discretion that it is infuriating, so while I would never condone fly-tipping, I can see why it happens.
A couple of years ago I took down an old shed and put some of it in my FIL Escort type van (he’s retired but still has a van) and the rest in the back of an estate I had at the time. We went to the dump, started unloading, and a drunk with power employee told us we weren’t allowed the van. So we unloaded the car, and then had to exit the dump, just outside the dump decant the van into the car, and return. It was laughable.
I tried to make the point that it was domestic waste, and we’d by 5 minutes, but they just weren’t prepared to listen.
