Un-Speeding

I'm curious about something and maybe someone here can enlighten me. Why is it that some people will drive at 40mph in a 60mph zone even if all conditions are fine? I know 60 "is the limit and not the target" but in my opinion 20mph lower than the limit is excessively slow (conditions depending of course). So, I'm intrigued...why?

There's a stretch of road between my house and the supermarket. It's 30mph with a section of 60mph in the middle but it's windy so nowhere to overtake. Infuriates me when people do 40 in the 60 zone and then carry on doing 40 in the 30 zone thats a built up area!!! Arrgghhh

Yes I find that infuriating too. Safe and legal to do 60, yet due to bends or oncoming traffic I can't pass the dawdler doing 40. Then come to town and a 30 limit, I slow down and they disappear into the distance still doing 40 in their own little world. They are as dangerous as boy racers and uninsured drivers, yet always seem to get away with their ignorance.

Driving too slowly is dangerous in many situations. Some people seem to think they are good drivers if they drive well below the speed limit but in my opinion are a hazard and should be liable for points the same as speeding motorists. DRIVE TO THE CONDITIONS 20 IN A 60 IS OK IF THE CONDITIONS DICTATE, OTHERWISE 50 - 60 SHOULD BE COMFORTABLE!

I agree akajonnyg, many times I am stuck behind a dawdler doing much less than the limit and they are weaving all over the road. The reason they are driving so slowly and all over the place is that their attention is elsewhere, either changing a CD, on a phone call or even talking to a passenger. I am not condoning speeding but I believe a speeding driver is more able to avoid a pedestrian than someone way under the limit who is not looking where they are going. This is where the replacement of traffic police by speed cameras is in my opinion a backward step, as a human can detect many more offences than a machine programmed to just take pictures of cars doing more than a set speed.
