A deterent to stop people speeding? To stop using mobiles whilst driving?

A spinal injury caused by a crash when you were speeding and talking on your mobile phone.
I honestly don't know, maybe the speed and tax -check cameras could cover the drivers' use of mobiles as well?

In built up areas speed controlled traffic lights are quite a good measure.

Sign up for a course with the Institute of Advanced Motorists. They teach driving the way the Police and Military are taught. The driver will then understand the inherent dangers of both your stated problems. Local branches of the IAM are easy to find (check your local library for starters). The foregoing is not a deterrent but rather a positive action for practical road safety - a "skill for life".
Police marksmen with permission to shoot to kill might have some effect.

more speed cameras - but hidden ones with no obvious yellow boxes.

people slam on when they see them then just speed up again - so pretty pointless really

if people didnt know where they were and knew they could be flashed at any moment, they would be more inclined to stay at the speed limit all the time

When caught using your mobile phone whilst driving have your phone and sim card confiscated.

Sig, you could still bye another phone & drive, remove the license for a month.
Sorted.
All new cars should have a gadget which blocks the signal (they have them in some cinemas apparently). It would mean that passengers couldn't use them either, but that is preferable to the accidents caused by idiots using their phones.
