My brother has hels a full motorcyle licence for 20 years -- he now wants to drive a car ( getting old I suppose ) does he need to go through a two part car test ?

If you mean theory and practical, yes he will I'm afraid. This is effectively the same as a car driver wanting an HGV licence, you have to take both tests.
