Can agree with much of that. But the water has been being heated for ages, in many different areas of life/ society, and folk fall for it and actually support it.

Cor blimey! // it is harmful for him to claim that his stroke was caused by his vaccine because that is hearsay //
It isn't hearsay at all, not in the least! it is experience-based and irrefutable:
I had the first Moderna jab and reacted violently to it, shaking & sweating pints all night, but I went ahead & had the second, no violent reaction, but several days later I fainted & fell to the floor & wretched (having never once fainted or experienced anything like that in my entire life). Shortly after that while working on a drawing, I developed double vision & was taken mmediately into hospital where I remained for 3 days & where they pronounced I'd had a mini-stroke.
I am now, thanks to the wonderful health service here, under observation, & in fact have been this very morning to have a check-up from a heart specialist.
No "hearsay" involved.

//...as far as the whole rest of the world is concerned it is the very definition of hearsay//
No, it isn't.
Hearsay is "second hand" evidence. That is, evidence that the teller has no direct knowledge of himself. For instance, if I say "Fred told me he saw Albert hit Joe", I am providing hearsay evidence about the event between Albert and Joe. I don't know how it happened; I don't even know if it happened. I only know what Fred told me and he may have a motive for misleading me. Only he can provide the evidence of what he witnessed. Me relating what he told me is hearsay.
The knowledge that Khandro has concerning his vaccinations and subsequent problems is first hand, within his personal knowledge. What is not 100% certain is whether the vaccinations caused the stroke. He is entitled to form an opinion on that (and from what he says, his is a very fair assumption). But it is not hearsay. It also does not prove that vaccinations always cause strokes, but I don't think he's trying to claim that.

there is no proof at all that the moderna vaccine increases the risk of stroke… it is irrelevant that you happened to have one after you were vaccinated.
unless you have an actual reason to believe that the vaccine caused your stroke you should not go around telling people that it did because that may well dissuade vulnerable people from getting vaccinated based on misinformation… it is certainly irresponsible of you to endorse the view that the vaccine is a “toxin” as your beloved link in the op describes it…

//I'd appreciate a simple answer in plain English.//
It is indeed heartening that you now think that you can understand plain English despite showing no aptitude at all in previous attempts. However, I am just settling down to watch a footie match and the plain English I have in mind for you is liable to contravene Site Rules. ̄︶ ̄
