For heaven's sake, Andy. This paricular individual was implicated in a major incident which caused multiple murder and carnage in central London. You call that a loose end?
lure to address this "loose end" is yet another consequence of the preposterous "Good Friday Agreement": Get-Out-of-Jail Free cards for murderers and places in government for their leaders.
I have frequently suggested that this agreement was a betrayal of justice for the families of those murdered over the years by Irish terrorists but have often been accused of failing to see "the bigger picture". This bigger picture has seen the capitulation by the Agreement's architects to terrorism in the UK. I fail to see how any “bigger picture” can justify this.

The families of the men killed on Bloody Sunday in Derry know that they'll never see justice. Many of the families of those killed in IRA operations need to accept that they won't either. A compromise is an agreement where nobody gets all they want. But the compromise of the agreement brought what we all deserve, peace.

So the soldiers involved in Bloody Sunday continue to face an uncertain future. Meanwhile Mr. Downey walks smirking from court with his Get-Out-of-Jail-Free letter safely tucked in his pocket. He and 186 others can go about their business without fear of interruption from anything so inconvenient as a criminal investigation and possible serious charges resulting from their behaviour. No £4m budget for that.
This entire business is an utter disgrace. No “amnesty” letters have been sent to Loyalist suspects (or members of the military). Conversely 187 have been sent to Republican suspects, including 38 since the last General Election, the last being sent as recently as 2012. The entire “agreement” comprises a massive appeasement exercise to violent republicans who have learnt (as have probably other such groups) that if you create enough mayhem and murder enough people you will eventually get your way (with a few positions in government for former paramilitary leaders, natch) even though your view is held by only a third of the population.
