I am sure they can - and trying to equate cottaging as being the standard behaviour of all homosexual men is ignorant and entirely inaccurate. No-one suggests that a cottage has to be tolerated - be honest, they don't.

Definition of the word 'deviant' - "One that differs from a norm, especially a person whose behavior and attitudes differ from accepted social standards."
Since homosexuality is accepted in modern day society, and you fail to accept it, deliberatly using provocative expressions to describe it, which is inherently hostile, and against accepted behaviour - that makes you a deviant.
