If they follow through on the stats and have to adjust the resources spent on preventative policing, then a group, currently accustomed to a lot of police protection, may find themselves more exposed than before. Assuming that this is going to be a zero-sum game, as far as funding is concerned.
Strictly speaking, if total attacks are on the increase, nationwide, then the budget had to increase, at a time when other budgets are getting slashed.

Even after that significant speech, Shakey still has Shylock get as far as physically weighing up Antonio's breast and wielding a knife. His speech is suddenly made to look disingenuous by the fact that he is fully prepared to go through with the cutting and only a late intervention stops him.

Nope...doesn't work like that. It's not simply boxes ticked on forms. I won't bore you with the details, but this is what I do for a living, and implementing what you might think is simple update to a dataset is actually (and surprisingly) complex.
Which is great news for people like me, as it keeps me in employment.

I disagree.
There are certain groups who are more likely to be attacked than others.
There is no such thing as equality when it comes to hate crimes - if you are part of a specific group, you can expect a greater risk of physical or verbal attack.
That being the case, I think it's only fair that those who enjoy attacking specific groups should face stiffer sentences.
Think of it as a kind of hate tax.
I will be honest with you - I like the idea of increased sentences for hatemongers. We always complain about inadequate sentences in the courts - surely you'd agree that anything that puts violent thugs away for longer is a good thing!

But what would happen if they deployed more police in these areas, seein that there is enough trouble over the stop and search methods?
